The Mercatus Center at George Mason University published its 2011 Freedom in the 50 States report. New Hampshire came in first and New York finished last. What I found surprising is that North Carolina ranked #18, ahead of South Carolina which came in at #26, just ahead of Michigan. I thought that was odd.
