The Electoral College Under a Taxpayer Voting System

What would the Electoral College map look like if only taxpayers participated in the general election?  If this scenario were enacted in the 2012 election, Mitt Romney would’ve trounced Obama.  Take a look at California.  That’ll be the only time you see that state a solid red.
